Public Notice: State Review & Comment Period for Proposed Sinnissippi Solar Project

The Town is in receipt of a letter from the Public Service Commission of Wisconsin (PSC) regarding a Preliminary Determination regarding an application from Sinnissippi Solar Energy, LLC.

Project Overview
The Public Service Commission of Wisconsin (PSC) has issued a Preliminary Determination regarding an application from Sinnissippi Solar Energy, LLC
. The developer is proposing to construct a 100-megawatt solar electric generation facility, substation, and transmission line across approximately 558 acres in the towns of Watertown, Ixonia, and Concord.

State Environmental Determination Following an environmental review, state officials at the PSC and the Wisconsin Department of Natural Resources (DNR) have issued a preliminary finding that the proposed project is not expected to cause significant environmental impacts that would require a full Environmental Impact Statement. The state's review outlines potential localized impacts during construction (such as increased noise, dust, and traffic) and long-term land-use changes.

How to Review the Findings & Provide Feedback This project is under the regulatory jurisdiction of the State of Wisconsin. Residents and property owners who wish to review the full Environmental Assessment or submit formal comments for the state record may do so directly through the PSC:

  • Public Comment Deadline: Friday, August 28, 2026

  • Online Comments: Visit psc.wi.gov, navigate to Commission Actions > File a Public Comment, and select Case 9823-CE-100.
